On May 19, to some 1500 people on the Capitol steps, Ronnie Dugger, founder of the anti-corporate organization 'Alliance for a new Democracy' called the U.S. government illegitimate with specific regard to the Supreme Court's designation of George W. Bush as president

'The only basis for democratic legitimacy is the consent of the governed,' he speaks. 'That was the deal. The Presidency has been seized. The government has been seized. The covenant is broken.'

Dugger demands that Americans no longer accept his presidency. He asks, '[C]an we agree never, in any context, written, spoken, or even in our thoughts, to call him President Bush unless and until we elect him?' Instead, though Dugger most likes the title 'George the Second,' he suggests calling him Governor Bush. He urges his audience to challenge reporters and television networks to do the same.

He calls for a 'Back to Texas Movement,' suggesting the public send Bush, Dick Cheney, adviser Karl Rove, and congressmen Dick Armey and Tom Delay back to Texas.

In a more sincere and somber tone, Dugger addresses the need for a national people's movement, one for 'all the sad, drifting citizens looking for hope for our country.' The movement would demand and fight for equal rights and equal pay, free education and publicly-funded elections.
