Hawaii has become the first state to officially oppose federal actions that would threaten the civil rights of its residents in the wake of 9/11. A resolution passed April 3 by the state senate asks Hawaii?s congressional delegation to work for the repeal of the 2001 USA PATRIOT Act and the 2002 Homeland Security Act, and for federal officials to report actions that are taken against Hawaii?s citizens under the acts. ?The residents of Hawaii during World War II experienced firsthand the dangers of unbalanced pursuit of security without appropriate checks and balances,? the resolution states, referring to the internment of Japanese-Americans. Since the measure merely expresses the sense of the legislature, Hawaii?s Republican governor Linda Lingle can neither sign it nor veto it.
