In order to educate European youth about environmental issues,
the European Parliament has crafted a comic book, Troubled Waters,
starring Irina Vega, a fictional member of parliament who crusades
for clean water and takes on predatory chemical companies, reports
Reason (May 2003). 'You can say it's
euro-propaganda,' says Jacques Hinckxt of the European Parliament's
information directorate general, 'but you can't say it's a waste of
money.'
