The Bush administration is pursuing the development of more 'usable' nuclear weapons to employ in 'certain battlefield situations,' according to Peter T. Ferenbach of California Peace Action. The ramifications, says Ferenbach, are historic: For the first time in U.S. history the White House has committed us to threatening non-nuclear countries with nuclear weapons.
