The slow deflation of Cold War paranoia has given way to new fears about nuclear annihilation: deteriorating Soviet-era military infrastructure, bubbling animosity from Middle Eastern and Southeast Asian fundamentalist groups, and security loopholes in America’s vast shipping industry.
