Public Transit and the Disabled: The Costliest Ride

Paratransit SignThe federal Americans with Disabilities Act mandates that paratransit be available within three fourths of a mile of a fixed-route transit line, offer the same hours as fixed-route transit, and require fares no more than twice the fixed-route transit fare. 

The 1990 passing of this law was considered a huge win for the disabled community.  However, as reported in Governing, no one is happy with paratransit—neither the cities who pay the expensive bills nor the people using it who point to the inconvenience of having to request a ride days in advance, the geographic limitations of the system, and the often late arrivals. 

A few cities are coming up with alternative systems.  Pittsburgh, for example, determines eligibility on a trip-by-trip basis:

Some applicants are classified as eligible for the service only when traveling to a place without accessible bus stops.  Or only in adverse weather conditions.  A blind person or someone with a cogitative impairment might be eligible for trips to unfamiliar places, but not for trips they make routinely and are capable of navigating.

King County, Washington, which includes Seattle, is testing a system in which a trainer rides with a person in need for a few days so the person can become a regular bus rider:

While advocates for the disabled are cautious about efforts to push people into fixed-route transit—fearing that transit agencies will try to overdo it to save money—almost everyone agrees that it can be liberating for a disabled person to learn to navigate the regular transportation system.

Hang Up & Drive: Hands-Free Phones Aren’t Safer

crashed carHands-free legislation leads people to believe that it’s safe (or at least safer) to drive while talking on a cell phone with the aid of a hands-free device, reports Governing. Well, it’s not.

Governing points to a 2006 study that found no difference between drivers talking on hand-held phones and those talking on hands-free devices—as soon as people started talking, they became more likely to rear end another car than a legally drunk driver. More recently, researchers found that simply talking on a phone cuts the brain activity devoted to driving nearly 40 percent. Even the wireless industry seems to be having second thoughts: Traditionally opposed to handheld bans, in January the industry shifted its official line to “neutral.”

So why aren’t we seeing outright bans on cell phones in the car? Twenty-nine states have enacted some form of limitation on phone use while driving, but none have gone so far as to wholly prohibit it. Governing has a theory as to why:

The best explanation is a rather disturbing one: Many drivers, state legislators among them, have simply come to depend on using cell phones during drive time to take care of business, check in with spouses or catch up with friends. This may make long commutes more professionally and socially productive. But it also makes the roads more dangerous for everybody.

Pam Fisher, New Jersey’s director of traffic safety, tells Governing that we’re at “the beginning of a ‘social norming’ process.”  Fisher thinks that attitudes toward talking on the phone while driving can and will shift—much in the same way drunk driving became socially unacceptable. In the meantime, pass on the suggestion: Hang up and drive.

Education Is Good for Your Health

Here’s a lesson: Going to school (and especially graduating) does a body good. In the recent issue of Governing, Penelope Lemov reports that “the higher your degree, the healthier you are.” Statistics show that as people climb the academic ladder their reported level of health increases significantly. This assessment comes from research findings analyzed by the Robert Wood Johnson Foundation, which looked at education and health statistics in all 50 states and the District of Columbia. There are staggering health differences among those who do or don't graduate from high school and those who have dropped out or finished college—which is great news for those with college diplomas, but quite troubling for those without. Lemov writes:

The most discouraging part of the report is its implication for children. Undereducated parents tend to be poor and to rear their children in households with limited access to grocery stores that carry fresh fruits and vegetables; to live in less safe housing; to have insufficient access to safe places to exercise—all of which affect a family’s health. “For the first time in our history, we are raising a generation of children that may live shorter, sicker lives than their parents,” says Dennis Rivera, a commissioner of RWJF’s Commission to Build a Healthier America.

How Would You Fill An Empty Lot?

baltimore_waterfallHow would you fill an empty lot? That’s what the Baltimore Office of Promotion and the Arts is asking. Their flickr site provides a template photo of an empty urban lot and invites people to fill it in with their own ideas. The resulting collection of images ranges from the environmentally practical to the downright whimsical, including this waterfall and a tightrope walker, all nested between two buildings. Governing reports that the project was intended to spark conversation about public spaces rather than actual plans for development. That’s probably good news, because in these tough economic times, who wants to fund a giant fish tank with car-sized fish?

States Fight Drug Company Spin

Drug PrescriptionsEvery year, pharmaceutical companies spend some $23 billion trying to convince doctors to prescribe their drugs. The industry employs about 90,000 drug reps, also known as “detailers,” to make friends with the doctors, dole out gifts, and make the case for drugs personally. Some drug companies even engage in data-mining to target specific doctors who might be susceptible to marketing efforts. 

To combat drug company bias, states have begun employing “academic detailers,” according to John Buntin in Governing, providing “independent, evidence-based information on how best to treat complex medical conditions.” Pennsylvania, a state that spent $2.5 billion last year filling prescriptions, hired the first academic detailers, and South Carolina, Massachusetts, and Washington D.C. quickly followed suit. 

Other states have gone further, forcing drug companies to disclose gifts to doctors. Others have tried to ban data-mining, and some doctors aren't happy. “The government is saying that you can have a license to prescribe narcotics, but we can’t trust you with gifts of pens and paper,” Dr. David Stein of Primary Care Associates told Governing. “That’s the way we’re being treated. The best term I can use is we’re being treated like whores.”
