The mayor of Ringerike, a town of 28,000 people northwest of Oslo, Norway, parks himself on a bench in the town square each Wednesday at noon to meet with his constituents, according to reports from the Global Ideas Bank (www.globalideasbank.org). Kolbjörn Kvaerum has been checking in with the people at this locale since 1993, regardless of the weather.
