The Lower Manhattan Redevelopment Corporation was created in November to discuss plans for redeveloping the World Trade Center site. Metropolis (Feb. 2002) notes that the 11-person board, appointed by New York Governor George Pataki and former Mayor Rudy Giuliani, includes four Wall Street executives, three officials from Giuliani’s administration, one person of color (an African American banker), one union official, one downtown resident, one friend of George W. Bush, and no architects.
