With major shopping malls producing a sharp decline in Main Street
sales in recent years, the Norwegian government has banned the
construction of malls (larger than 3,000 square feet) outside urban
centers, according to Yes! (Summer 1999). Of the 450 local
governmental authorities in Norway, only 7 opposed the ban.
