New Jersey?s director of counter-terrorism Sunday said that the
state will declare martial law if federal Homeland Security
officials announce a Red Alert.
Anyone venturing outside their home during such an alert will be
considered ?the enemy,? reports Tom Baldwin in the South Jersey
News. The announcement by New Jersey anti-terrorism czar Sid
Casperson is the first such public acknowledgement describing how
Americans will be affected by the highest level of alert set by the
Homeland Security Department.
?Red means all noncritical functions cease,? said Casperson
during a briefing with reporters. ?Noncritical would be almost all
businesses, except health-related.?
